ECWC Board Dissolves Strategic Management Committee

‎The Ethiopian Construction Works Corporation (ECWC) Board of Directors has approved a new interim high-level organizational structure, dissolving the Corporation’s existing leadership framework, including a strategic management committee consisting of senior managers, effective immediately.

‎In an internal memo issued to staff on December 8, 2025, and obtained by The Reporter, Chief Executive Officer Robel Tsegaye said the decision followed a review that found the current high-level structure insufficient to support project delivery expectations and the Corporation’s strategic direction.

‎“The existing high-level structure does not adequately support the project delivery expectations and strategic direction of the Corporation,” the memo states, noting that the changes are intended to improve alignment and execution across the organization.

‎According to the document, the newly approved interim structure introduces revised leadership positions, with specific departments reporting directly under them. Details of the new reporting lines and departmental arrangements are outlined in an attachment accompanying the memo.

‎The CEO informed staff that the previous high-level structure has been dissolved with immediate effect. ‎‎Robel called on employees to support the transition, emphasizing the importance of cooperation during the implementation of the interim structure.

‎“As we move through this transition, your cooperation and support are essential,” the memo reads, urging staff to extend full assistance to ensure a smooth implementation process .

‎The memorandum does not specify how long the interim structure will remain in place or whether further structural changes are planned beyond the current adjustment.

‎The dismissals follow organizational changes introduced by the Corporation in recent weeks. Earlier this month, ECWC announced the adoption of a new interim high-level organizational structure after a review found that the existing setup did not adequately support project delivery expectations and the Corporation’s strategic direction.

‎In a memorandum circulated to staff on December 8, CEO Robel Tsegaye informed employees that the Board of Directors had approved the interim structure to improve alignment and execution across the Corporation. The memo stated that the revised structure would redefine leadership positions and reporting lines.

‎The same communication confirmed that the previous high-level organizational structure, including the Strategic Management Committee, had been dissolved with immediate effect as part of the restructuring process.

‎At the time, management called on employees to cooperate with the transition, describing the changes as necessary to support implementation of the Corporation’s objectives. The leadership review that led to the dismissal of 14 senior officials was conducted within this broader restructuring context.
